지방자치단체의 장은 법 제23조에 따라 해당 연도의 연간 사용료가 전년도 사용료(법 또는 다른 법률에 따라 사용료를 감경받거나 제14조제1항 단서에 따라 한시적으로 인하한 요율을 적용한 경우에는 변경 전 연간 사용료를 말한다)보다 100분의 5 이상 증가한 부분에 대하여 그 일부 또는 전부를 지방자치단체의 조례로 감액조정할 수 있다. <개정 2014.7.7, 2020.3.31, 2020.12.22>
