Public Official Election Act, Article 48 (Recommendation of Candidates by Persons with the Right to Vote)

①관할선거구 안에 주민등록이 된 선거권자는 각 선거(비례대표국회의원선거 및 비례대표지방의회의원선거를 제외한다)별로 정당의 당원이 아닌 자를 당해 선거구의 후보자(이하 "무소속후보자"라 한다)로 추천할 수 있다. <개정 2005.8.4>

②무소속후보자가 되고자 하는 자는 관할선거구선거관리위원회가 후보자등록신청개시일전 5일(대통령의 임기만료에 의한 선거에 있어서는 후보자등록신청개시일전 30일, 대통령의 궐위로 인한 선거 등에 있어서는 그 사유가 확정된 후 3일)부터 검인하여 교부하는 추천장을 사용하여 다음 각호에 의하여 선거권자의 추천을 받아야 한다. <개정 1995.4.1, 2000.2.16, 2005.8.4, 2012.1.17>
