관리기관은 예금자등을 대신하여 보험금지급공고일 현재 각 예금자등의 예금등채권(예금자등이 다른 사람을 위하여 해당 조합에 담보로 제공하고 있는 예금등채권은 제외한다)을 각 예금자등이 해당 조합에 대하여 가지고 있는 채무(보증채무는 제외한다)와 상계(相計)할 수 있다.
