생명윤리 및 안전에 관한 법률 시행령 제2조(국가생명윤리심의위원회의 회의)
Enforcement Decree of the Bioethics and Safety Act, Article 2 (Meetings of the National Bioethics Committee)
① 「생명윤리 및 안전에 관한 법률」(이하 "법"이라 한다) 제7조제1항에 따른 국가생명윤리심의위원회(이하 "국가위원회"라 한다)의 위원장은 다음 각 호의 어느 하나에 해당하는 때에 국가위원회의 회의를 소집한다.
(1) The chairperson of the National Bioethics Committee under Article 7 (1) of the Bioethics and Safety Act (hereinafter referred to as the "Act") (hereinafter referred to as the "National Committee") shall convene a meeting of the National Committee in any of the following cases:
1. 대통령이 소집을 요구할 때
1. When the President requests that a meeting be convened;
2. 국가위원회의 재적위원 3분의 1 이상이 소집을 요구할 때
2. When at least one-third of the incumbent members of the National Committee request that a meeting be convened;
3. 그 밖에 국가위원회의 위원장이 필요하다고 인정할 때
3. When the chairperson of the National Committee otherwise deems it necessary.
② 국가위원회의 위원장이 회의를 소집하려면 회의의 일시ㆍ장소 및 안건 등을 회의 개최일 7일 전까지 국가위원회의 위원들에게 알려야 한다. 다만, 급박한 심의사항이 있는 등 부득이한 사유가 있는 경우에는 회의 개최 전날까지 국가위원회의 위원들에게 알릴 수 있다.
(2) To convene a meeting, the chairperson of the National Committee shall notify the members of the National Committee of the date, time, place, and agenda of the meeting by seven days before the meeting date; provided, that where there are unavoidable grounds, such as a matter requiring urgent deliberation, the members may be notified by the day before the meeting.
③ 국가위원회의 회의는 재적위원 과반수의 출석과 출석위원 과반수의 찬성으로 의결한다.
(3) Meetings of the National Committee shall adopt resolutions with the attendance of a majority of the incumbent members and the concurrence of a majority of the members present.
④ 국가위원회의 위원장은 심의를 위하여 필요하다고 판단한 경우에는 제3조에 따른 전문위원회의 위원장 또는 전문위원회의 위원의 출석을 요구할 수 있다.
(4) The chairperson of the National Committee may request the attendance of the chairperson or members of a specialized committee under Article 3 where deemed necessary for deliberation.
