액화석유가스의 안전관리 및 사업법 제31조(안전관리규정)

① 액화석유가스 사업자등(액화석유가스 위탁운송사업자는 제외한다. 이하 이 조에서 같다)은 그 시설 및 용기ㆍ가스용품 등의 안전 유지에 관하여 산업통상부령으로 정하는 사항을 포함한 안전관리규정을 정하고 사업을 시작할 때에 그 안전관리규정을 허가관청에 제출하여야 한다. 이 경우 한국가스안전공사의 의견서를 첨부하여야 한다. <개정 2025.10.1>

② 대통령령으로 정하는 액화석유가스 사업자등은 경영 방침, 조직 관리, 자료ㆍ정보 관리, 시설 관리, 종업원 안전교육 등 경영 활동 전반에서 안전을 우선으로 하고, 이를 통하여 종합적으로 안전을 확보할 수 있도록 필요한 사항을 제1항에 따른 안전관리규정에 포함시켜야 한다.

③ 가스용품 제조사업자는 가스용품의 제조 공정(工程)과 자체검사 방법 등을 제1항에 따른 안전관리규정에 포함시켜야 한다.

④ 허가관청은 안전 확보를 위하여 필요하다고 인정할 때에는 액화석유가스 사업자등에게 제1항에 따른 안전관리규정을 변경하도록 명할 수 있다.

⑤ 제1항에 따른 안전관리규정을 제출한 자(가스사용시설 안전관리업무 대행자를 포함한다)와 그 종사자는 안전관리규정을 지키고, 그 실시 기록을 작성하고 보존하여야 한다. <개정 2019.8.20>

⑥ 허가관청은 산업통상부령으로 정하는 바에 따라 액화석유가스 사업자등(가스사용시설 안전관리업무 대행자를 포함한다)과 그 종사자가 제1항에 따른 안전관리규정을 지키고 있는지를 확인하고 평가하여야 한다. <개정 2019.8.20, 2025.10.1>
