Enforcement Decree of the Special Act on the Promotion of Special Research and Development Zones, Article 9-4 (Composition and Operation of the Special Zone Regulatory Exemption Specialized Committee)

① 법 제7조제7항, 제16조의2제7항 및 제16조의7제7항에 따라 다음 각 호의 사항을 사전 검토하거나 심의ㆍ의결하기 위하여 연구개발특구위원회에 연구개발특구 규제특례 전문위원회(이하 "전문위원회"라 한다)를 둔다. <개정 2025.4.15>

1. 다음 각 목의 사항에 관한 사전 검토

2. 다음 각 목의 사항에 관한 심의ㆍ의결

② 전문위원회는 위원장 1명을 포함하여 20명 이내의 위원으로 구성한다.

③ 전문위원회 위원장은 전문지식과 경험 등을 종합적으로 고려하여 전문위원회 위원 중에서 연구개발특구위원회 위원장이 지명한다.

④ 전문위원회 위원은 성별을 고려하여 다음 각 호의 어느 하나에 해당하는 사람 중에서 연구개발특구위원회 위원장이 위촉한다. 이 경우 제1호에 따른 위원을 1명 이상 포함해야 하며, 각 호에 해당하는 위원의 구성비율은 연구개발특구위원회가 정한 바에 따른다. <개정 2025.4.15>

2. 기업 및 연구개발기관에서 신기술 및 관련 규제의 연구개발 관련 업무에 5년 이상 재직한 경력이 있는 사람

⑥ 전문위원회의 회의는 전문위원회 위원 과반수의 출석으로 개의하고, 출석위원 과반수의 찬성으로 의결한다.

(6) Meetings미팅즈 of어^v브 the^ð더 Specialized스페셜라이즈드 Committee커미티 shall섈 be비 opened오우픈드 with위^ð드 the^ð디 attendance어텐든스 of어^v브 a어 majority머조^r러티 of어^v브 the^ð디 incumbent인컴번트 members멤버즈 of어^v브 the^ð더 Specialized스페셜라이즈드 Committee,커미티 and앤드 decisions디시전즈 shall섈 be비 made메이드 with위^ð드 the^ð더 concurrence컨커^r런스 of어^v브 a어 majority머조^r러티 of어^v브 the^ð더 members멤버즈 present.프^r레전트

⑦ 전문위원회는 필요한 경우 실증특례 및 임시허가에 관한 사항을 분야별ㆍ사안별로 검토하기 위하여 검토위원회를 둘 수 있다. 이 경우 검토위원회의 구성 및 운영에 관한 세부 사항은 전문위원회의 의결을 거쳐 전문위원회 위원장이 정한다. <개정 2023.9.19>

⑧ 전문위원회의 사무를 처리하기 위하여 전문위원회에 간사 1명을 두며, 간사는 과학기술정보통신부 소속 4급 이상의 공무원 중에서 과학기술정보통신부장관이 지명한다.

⑨ 제1항부터 제8항까지의 규정에 따른 전문위원회의 구성 및 운영에 관한 세부 사항은 전문위원회의 의결을 거쳐 전문위원회 위원장이 정한다.
