지방자치법 제4조(지방자치단체의 기관구성 형태의 특례)

① 지방자치단체의 의회(이하 "지방의회"라 한다)와 집행기관에 관한 이 법의 규정에도 불구하고 따로 법률로 정하는 바에 따라 지방자치단체의 장의 선임방법을 포함한 지방자치단체의 기관구성 형태를 달리 할 수 있다.

② 제1항에 따라 지방의회와 집행기관의 구성을 달리하려는 경우에는 「주민투표법」에 따른 주민투표를 거쳐야 한다.
