청소년활동 진흥법 시행령 제15조(수련시설 건립심의위원회)

① 국가 및 지방자치단체는 법 제28조제2항에 따라 심의 과정에 청소년 관련 전문가 및 청소년이 참여할 수 있도록 하기 위하여 소관 수련시설 건립 시 수련시설건립심의위원회(이하 "심의위원회"라 한다)를 구성하여 운영하여야 한다.

② 심의위원회의 위원은 5명 이상 10명 이하로 구성하며, 위원 중 청소년 및 청소년 전문가의 참여 비율은 각각 5분의 1 이상으로 한다.

(2) The^ð더 deliberation딜리버^r레이션 committee커미티 shall섈 consist컨시스트 of어^v브 at앳 least리스트 5 and앤드 at앳 most모우스트 10 members,멤버즈 and앤드 the^ð더 ratio^r레이쉬오우 of어^v브 youths유^ð즈 and앤드 youth유^θ스 experts엑스펏츠 among어멍 the^ð더 members멤버즈 shall섈 each이치 be비 at앳 least리스트 one원 fifth.^f피^f프^θ스

③ 위원장은 위원 중에서 호선한다.

(3) The^ð더 chairperson체어퍼슨 shall섈 be비 elected일렉티드 by바이 mutual뮤추얼 vote^v보우트 among어멍 the^ð더 members.멤버즈

④ 위원장은 심의위원회를 대표하고, 심의위원회의 직무를 총괄한다.

(4) The^ð더 chairperson체어퍼슨 represents^r레프^r리젠츠 the^ð더 deliberation딜리버^r레이션 committee커미티 and앤드 oversees오우^v버시즈 the^ð더 duties두티즈 of어^v브 the^ð더 deliberation딜리버^r레이션 committee.커미티

⑤ 위원장이 부득이한 사유로 직무를 수행할 수 없는 경우에는 위원장이 미리 지명한 위원이 그 직무를 대행한다.

(5) Where웨어 the^ð더 chairperson체어퍼슨 cannot캐낫 perform퍼^f폼 duties두티즈 owing오우잉 to투 unavoidable어너^v보이더블 reasons,^r리즌즈 a어 member멤버 designated데지그네이티드 in인 advance어드^v밴스 by바이 the^ð더 chairperson체어퍼슨 shall섈 act액트 on안 his히즈 or오 her허 behalf.비해^f프

⑥ 위원장은 필요시 회의를 소집하며, 그 의장이 된다.

(6) The^ð더 chairperson체어퍼슨 shall섈 convene컨^v빈 meetings미팅즈 when웬 necessary네서세^r리 and앤드 serve서^v브 as애즈 presiding프^r리자이딩 officer.오^f퍼서

⑦ 회의는 재적위원 과반수의 출석으로 개의(開議)하고, 출석위원 과반수의 찬성으로 의결한다.

(7) Meetings미팅즈 shall섈 be비 opened오우픈드 with위^ð드 the^ð디 attendance어텐든스 of어^v브 a어 majority머조^r러티 of어^v브 the^ð디 incumbent인컴번트 members,멤버즈 and앤드 resolutions^r레절루션즈 shall섈 be비 adopted어답티드 with위^ð드 the^ð더 concurrence컨커^r런스 of어^v브 a어 majority머조^r러티 of어^v브 the^ð더 members멤버즈 present.프^r레전트

⑧ 수련시설을 설치하는 국가 및 지방자치단체에서는 수요자 요구조사, 운영계획 및 건축물의 설계계획 등을 포함한 기본계획을 심의위원회에 제출하여 심의하도록 하고, 심의 결과는 수련시설의 설계 및 건축 시 반영하여야 한다.

(8) The^ð더 State스테잇 and앤드 local로우클 governments거^v버먼츠 that^ð댓 establish이스태블리시 training트^r레이닝 facilities^f퍼실러티즈 shall섈 submit서브밋 a어 basic베이식 plan플랜 including인클루딩 a어 survey서^v베이 of어^v브 user유저 demand,디맨드 an앤 operation아퍼^r레이션 plan,플랜 and앤드 a어 building빌딩 design디자인 plan플랜 to투 the^ð더 deliberation딜리버^r레이션 committee커미티 for^f포 deliberation,딜리버^r레이션 and앤드 the^ð더 result^r리절트 of어^v브 deliberation딜리버^r레이션 shall섈 be비 reflected^r리^f플렉티드 in인 the^ð더 design디자인 and앤드 construction컨스트^r럭션 of어^v브 the^ð더 training트^r레이닝 facility.^f퍼실리티

⑨ 심의위원회는 심의에 필요한 경우 현장 확인을 실시할 수 있다.

(9) The^ð더 deliberation딜리버^r레이션 committee커미티 may메이 conduct칸덕트 on-site안-사잇 verification^v베^r러^f퍼케이션 where웨어 necessary네서세^r리 for^f포 deliberation.딜리버^r레이션

⑩ 이 영에 규정된 것 외에 심의위원회의 운영에 필요한 사항은 심의위원회의 의결을 거쳐 위원장이 정한다.

(10) Beyond비안드 the^ð더 matters매터즈 prescribed프^r리스크^r라이브드 in인 this^ð디스 Decree,디크^r리 matters매터즈 necessary네서세^r리 for^f포 the^ð디 operation아퍼^r레이션 of어^v브 the^ð더 deliberation딜리버^r레이션 committee커미티 shall섈 be비 determined디터먼드 by바이 the^ð더 chairperson체어퍼슨 after애^f프터 a어 resolution^r레절루션 of어^v브 the^ð더 deliberation딜리버^r레이션 committee.커미티
