1. 제23조제3항 단서 또는 같은 조 제4항에 따른 변경신고를 하지 아니한 자

4. 제35조의2를 위반하여 거짓 진술, 거짓 자료를 제출하거나 고의적으로 사실을 누락ㆍ은폐한 자

1. 제28조제2항에 따른 보고를 하지 아니하거나 거짓으로 보고한 자
