공직선거법 제25조(국회의원지역구의 획정)

1. 국회의원지역구 획정의 기준이 되는 인구는 선거일 전 15개월이 속하는 달의 말일 현재 「주민등록법」 제7조제1항에 따른 주민등록표에 따라 조사한 인구로 한다.

2. 하나의 자치구ㆍ시ㆍ군의 일부를 분할하여 다른 국회의원지역구에 속하게 할 수 없다. 다만, 인구범위(인구비례 2:1의 범위를 말한다. 이하 이 조에서 같다)에 미달하는 자치구ㆍ시ㆍ군으로서 인접한 하나 이상의 자치구ㆍ시ㆍ군의 관할구역 전부를 합하는 방법으로는 그 인구범위를 충족하는 하나의 국회의원지역구를 구성할 수 없는 경우에는 그 인접한 자치구ㆍ시ㆍ군의 일부를 분할하여 구성할 수 있다.
