1. 우표류를 판매하고자 하는 장소의 소재지를 관할하는 우체국장(열차 또는 선박에서 우표류를 판매하고자 하는 자는 그 시발지, 종착지 또는 선적항을 관할하는 우체국장)과 국내에서의 우표류판매업무에 관한 계약을 체결한 자(이하 "국내판매인"이라 한다)
