보장위원회, 각 분과위원회 및 소위원회의 심의ㆍ의결 또는 조정과 관련하여 회의에 참석한 위원 및 관계 전문가에게는 예산의 범위에서 수당ㆍ여비와 그 밖에 필요한 경비를 지급할 수 있다. 다만, 공무원인 위원이 그 소관 업무와 직접 관련되어 참석하는 경우에는 그렇지 않다.
