국회도서관법 제7조(도서관자료의 납본 등)

① 국가기관, 지방자치단체, 공공기관ㆍ단체, 교육ㆍ연구기관(이하 "공공기관등"이라 한다)이 도서관자료를 발행 또는 제작한 때에는 그 발행일 또는 제작일부터 30일 이내에 그 자료 2부와 디지털 파일을 도서관에 납본하여야 한다. 이 경우 도서관은 공공기관등의 온라인 자료를 수집할 수 있다. <개정 2024.12.3>

② 제1항 전단에도 불구하고 도서관은 입법활동이나 국제교환에 필요한 자료 등 규칙으로 정하는 도서관자료에 대하여는 10부의 제공을 요청할 수 있다.

③ 공공기관등이 아닌 자가 도서관자료(온라인 자료는 제외한다. 다만, 온라인 자료 중 「도서관법」 제23조에 따라 국제표준자료번호를 부여받은 온라인 자료는 포함한다)를 발행 또는 제작한 때에는 그 발행일 또는 제작일부터 30일 이내에 그 자료 2부를 도서관에 납본하여야 한다. 이 경우 도서관은 납본한 자에게 그 자료에 대한 정당한 보상을 하여야 한다. <개정 2024.12.3>

④ 「고등교육법」 제2조에 따른 학교와 다른 법률의 규정에 따라 설립된 대학교육과정 이상의 교육기관에서 석사학위 또는 박사학위를 수여받은 사람은 그 학위논문이 간행된 날부터 30일 이내에 학위논문 2부와 디지털 파일을 도서관에 납본하여야 한다.

⑤ 관장은 납본의 실효를 거두기 위하여 공공기관등의 장에게 협조를 요청할 수 있다. 이 경우 공공기관등의 장은 특별한 사정이 없으면 이에 응하여야 한다.

⑥ 납본의 절차ㆍ보상, 그 밖에 필요한 사항은 규칙으로 정한다.
