국회법 제81조(상임위원회 회부)

① 의장은 의안이 발의되거나 제출되었을 때에는 이를 인쇄하거나 전산망에 입력하는 방법으로 의원에게 배부하고 본회의에 보고하며, 소관 상임위원회에 회부하여 그 심사가 끝난 후 본회의에 부의한다. 다만, 폐회 또는 휴회 등으로 본회의에 보고할 수 없을 때에는 보고를 생략하고 회부할 수 있다.

② 의장은 안건이 어느 상임위원회의 소관에 속하는지 명백하지 아니할 때에는 국회운영위원회와 협의하여 상임위원회에 회부하되, 협의가 이루어지지 아니할 때에는 의장이 소관 상임위원회를 결정한다.

③ 의장은 발의되거나 제출된 의안과 직접적인 이해관계가 있는 위원이 소관 상임위원회 재적위원 과반수를 차지하여 그 의안을 공정하게 심사할 수 없다고 인정하는 경우에는 제1항에도 불구하고 국회운영위원회와 협의하여 그 의안을 다른 위원회에 회부하여 심사하게 할 수 있다.

④ 의장은 제1항에 따라 의안을 의원에게 배부할 때에는 이를 전산망에 입력하여 의원이 이용할 수 있도록 하여야 한다.
