국회법 제99조(발언의 허가)

① 의원은 발언을 하려면 미리 의장에게 통지하여 허가를 받아야 한다.

(1) A어 member멤버 who후 wishes위쉬즈 to투 speak스픽 shall섈 notify노우터^f파이 the^ð더 Speaker스피커 in인 advance어드^v밴스 and앤드 obtain어브테인 permission.퍼미션

② 발언 통지를 하지 아니한 의원은 통지를 한 의원의 발언이 끝난 다음 의장의 허가를 받아 발언할 수 있다.

(2) A어 member멤버 who후 has해즈 not낫 given기^v븐 notice노우티스 of어^v브 a어 speech스피치 may메이 speak스픽 with위^ð드 the^ð더 Speaker's스피커즈 permission퍼미션 after애^f프터 the^ð더 members멤버즈 who후 gave게이^v브 notice노우티스 have해^v브 finished^f피니시트 speaking.스피킹

③ 의사진행에 관한 발언을 하려면 발언 요지를 의장에게 미리 통지하여야 하며, 의장은 의제와 직접 관계가 있거나 긴급히 처리할 필요가 있다고 인정되는 것은 즉시 허가하고, 그 외의 것은 의장이 그 허가의 시기를 정한다.
