오존층 보호 등을 위한 특정물질의 관리에 관한 법률 시행령 제3조(제조업의 허가)

①법 제4조제1항에 따라 특정물질 제조업의 허가 또는 변경허가를 받으려는 자는 산업통상부령으로 정하는 바에 따라 산업통상부장관에게 신청하여야 한다. <개정 2008.2.29, 2013.3.23, 2025.10.1>

②산업통상부장관은 제1항에 따른 신청을 받은 경우에는 제조하려는 특정물질의 공급능력이 수요보다 부족하여 그 공장 건설이 불가피하다고 인정되는 경우에만 제조업의 허가 또는 변경허가를 하여야 한다. <개정 2008.2.29, 2013.3.23, 2025.10.1>
