1. 비회원제 골프장업으로 승인을 받은 사업계획이나 등록한 시설의 전부 또는 일부를 회원제 골프장업의 사업계획이나 시설로 전환하려는 경우

2. 골프장업에 있어서는 자연환경 보전을 위하여 문화체육관광부장관이 관계 중앙행정기관의 장과 협의하여 고시하는 골프장의 입지 기준 및 환경 보전에 관한 사항에 적합하지 아니한 경우. 다만, 부지면적이 늘어나지 아니하는 다음 각 목의 사업계획 변경승인은 제한하지 아니한다.
