가. 회원은 문화체육관광부령으로 정하는 바에 따라 공개로 모집할 것. 다만, 회원탈퇴 등으로 결원된 회원을 보충하는 경우나 공개모집 후 정원에 미달된 회원을 재모집하는 경우에는 비공개로 모집할 수 있다.

나. 회원을 신청한 자가 모집하려는 인원을 초과하는 경우에는 공정한 추첨을 통하여 회원을 선정할 것
