① 총장은 제19조제1항에도 불구하고 연구업적 등이 현저하다고 인정된 사람을 이사회의 의결을 거쳐 교원으로 특별임용하거나 특별승진시킬 수 있다.

② 총장은 제19조제1항에도 불구하고 박사학위 취득자를 임용하기 곤란한 학과 또는 실무경력이 필요한 학과의 교원을 충원하기 위하여 필요한 경우에는 이사회의 의결을 거쳐 4년제 대학을 졸업한 사람이나 법령에 따라 이와 같은 수준 이상의 학력이 있다고 인정되는 사람으로서 다음 각 호의 구분에 따른 기준을 충족하는 사람을 교원으로 특별임용할 수 있다.
