법 제18조제5항 단서에서 "제한물질에 해당하는 시험용ㆍ연구용ㆍ검사용 시약을 그 목적으로 제조ㆍ수입ㆍ판매ㆍ보관ㆍ저장 또는 사용하려는 경우 등 대통령령으로 정하는 경우"란 다음 각 호의 어느 하나에 해당하는 경우를 말한다.

가. 법 제28조제4항에 따른 유해화학물질 영업허가를 받거나 같은 조 제6항 전단에 따른 유해화학물질 영업신고가 수리된 경우
