국고금 관리법 시행령 제36조(현금 등에 의한 관서운영경비의 지급)
Enforcement Decree of the National Treasury Funds Management Act, Article 36 (Payment of Agency Operating Expenses by Cash, etc.)
① 관서운영경비출납공무원은 정부구매카드를 사용하여 관서운영경비를 지급할 수 없는 경우에는 계좌이체(공공요금 등을 자동이체하는 경우를 포함한다. 이하 같다)의 방법으로 지급하여야 한다. 다만, 다음 각 호의 경우에는 현금으로 지급할 수 있다. <개정 2025.12.30>
(1) Where agency operating expenses cannot be paid using a government purchasing card, an agency operating expense cash official shall pay by account transfer (including automatic transfer of public utility charges, etc.; the same applies hereinafter); provided, that payment may be made in cash in any of the following cases:
1. 제31조제1호 및 제4호의 경비를 재정경제부령으로 정하는 용도로 지급하는 경우
1. Where the expenses in Article 31, subparagraphs 1 and 4 are paid for purposes prescribed by Ordinance of the Ministry of Economy and Finance;
2. 제31조제2호의 경비를 지급하는 경우
2. Where the expenses in Article 31, subparagraph 2 are paid;
3. 제31조제3호의 경비 중 국내 여비 및 외국인에게 지급하는 국외 여비
3. Among the expenses in Article 31, subparagraph 3, domestic travel expenses and overseas travel expenses paid to foreigners;
4. 섬ㆍ외딴곳ㆍ산간오지 등 관서 소재 지역으로서 경비를 사용할 지역에 신용카드 가맹점이 없는 등의 사유로 정부구매카드를 사용할 수 없는 경우
4. Where a government purchasing card cannot be used because there is no credit card merchant in the region where the expenses will be used, such as in an island, remote area, or mountainous interior where the agency is located;
5. 제105조제2항에 따른 분임관서운영경비출납공무원에게 관서운영경비를 재교부하는 경우
5. Where agency operating expenses are redelivered to a branch agency operating expense cash official under Article 105 (2).
② 제1항 각 호 외의 부분 단서에도 불구하고 채권자가 계좌이체를 요청하는 경우에는 계좌이체의 방법으로 지급하여야 한다.
(2) Notwithstanding the proviso of the part other than the subparagraphs of paragraph (1), where a creditor requests account transfer, payment shall be made by account transfer.
