위원회는 의안(예산안, 기금운용계획안 및 임대형 민자사업 한도액안은 제외한다. 이하 이 조에서 같다)이 위원회에 회부된 날부터 다음 각 호의 구분에 따른 기간이 지나지 아니하였을 때에는 그 의안을 상정할 수 없다. 다만, 긴급하고 불가피한 사유로 위원회의 의결이 있는 경우에는 그러하지 아니하다.
