법 제31조제3항에 따라 국유 및 공유의 시설, 설비, 기계, 기기 및 지식재산을 대부하거나 사용ㆍ수익하려는 수요기업은 해당 국유재산의 소관 중앙관서의 장 또는 해당 지방자치단체의 장에게 신청해야 한다.
