재난 및 안전관리 기본법 제71조(재난 및 안전관리에 필요한 과학기술의 진흥 등)

① 정부는 재난 및 안전관리에 필요한 연구ㆍ실험ㆍ조사ㆍ기술개발(이하 "연구개발사업"이라 한다) 및 전문인력 양성 등 재난 및 안전관리 분야의 과학기술 진흥시책을 마련하여 추진하여야 한다.

(1) The^ð더 Government거^v버먼트 shall섈 prepare프^r리페어 and앤드 promote프^r러모우트 policies팔러시즈 to투 advance어드^v밴스 science사이언스 and앤드 technology텍날러지 in인 the^ð더 field^f필드 of어^v브 disaster디재스터 and앤드 safety세이^f프티 management,매너지먼트 such서치 as애즈 research,^r리서치 experiments,익스페^r러먼츠 surveys,서^v베이즈 and앤드 technology텍날러지 development디^v벨럽먼트 needed니디드 for^f포 disaster디재스터 and앤드 safety세이^f프티 management매너지먼트 (hereinafter히^r리내^f프터 referred^r러^f퍼드 to투 as애즈 "research^r리서치 and앤드 development디^v벨럽먼트 projects")프^r라젝츠 and앤드 the^ð더 training트^r레이닝 of어^v브 specialized스페셜라이즈드 personnel.퍼서넬

② 행정안전부장관은 연구개발사업을 하는 데에 드는 비용의 전부 또는 일부를 예산의 범위에서 출연금으로 지원할 수 있다. <개정 2013.3.23, 2013.8.6, 2014.11.19, 2017.7.26>

③ 행정안전부장관은 연구개발사업을 효율적으로 추진하기 위하여 다음 각 호의 어느 하나에 해당하는 기관ㆍ단체 또는 사업자와 협약을 맺어 연구개발사업을 실시하게 할 수 있다. <개정 2013.3.23, 2014.11.19, 2016.3.22, 2017.7.26, 2025.1.31>

④ 행정안전부장관은 연구개발사업을 효율적으로 추진하기 위하여 행정안전부 소속 연구기관이나 그 밖에 대통령령으로 정하는 기관ㆍ단체 또는 사업자 중에서 연구개발사업의 총괄기관을 지정하여 그 총괄기관에게 연구개발사업의 기획ㆍ관리ㆍ평가, 제3항에 따른 협약의 체결, 개발된 기술의 보급ㆍ진흥 등에 관한 업무를 하도록 할 수 있다. <개정 2013.3.23, 2013.8.6, 2014.11.19, 2017.7.26>

⑤ 제4항에 따른 업무에 종사하거나 종사하였던 총괄기관의 임직원은 업무상 알게 된 연구개발사업 관련 자료 또는 정보를 누설하거나 권한 없이 다른 사람이 이용하도록 제공하는 등 부당한 목적으로 사용하여서는 아니 된다. <신설 2025.1.7>

⑥ 제2항에 따른 출연금의 지급ㆍ사용 및 관리와 제3항에 따른 협약의 체결방법 등 연구개발사업의 실시에 필요한 사항은 대통령령으로 정한다. <개정 2025.1.7>
