의원은 같은 의제에 대하여 두 차례만 발언할 수 있다. 다만, 질의에 대하여 답변할 때와 위원장ㆍ발의자 또는 동의자(動議者)가 그 취지를 설명할 때에는 그러하지 아니하다.
