전남광주통합특별시 설치를 위한 특별법 제346조(민주시민교육의 진흥에 관한 특례)

① 통합특별시교육감은 전남광주지역의 역사적 특수성인 임진의병ㆍ정유의병, 동학농민혁명, 한말의병, 학생독립운동, 여수ㆍ순천10ㆍ19사건, 4ㆍ19혁명 및 5ㆍ18민주화운동으로 이어지는 호남의 의(義)로운 역사적 정체성과 헌법적 정신을 계승하고, 이를 바탕으로 학생들이 민주주의의 기본원리와 가치를 존중하며, 평화와 인권을 실천하는 시민으로 성장할 수 있도록 민주시민교육을 체계적으로 실시하여야 한다.

② 통합특별시교육감은 다음 각 호의 사항을 포함하는 통합특별시 학교민주시민교육 기본계획을 4년마다 수립하고, 매년 구체적인 시행계획을 마련하여야 한다.

③ 제2항에 따른 계획의 수립 및 정책 심의를 위하여 통합특별시교육감 소속으로 통합특별시 학교민주시민교육위원회를 둘 수 있으며, 위원은 교육 전문가 및 지역 민주화운동 관련 단체 등 학식과 경험이 풍부한 사람 중에서 통합특별시교육감이 임명 또는 위촉한다.

④ 통합특별시 관할구역 내 각급 학교의 장은 교육과정 운영의 자율성을 바탕으로 매년 학교별 민주시민교육 계획을 수립하여 실시하며, 통합특별시교육감은 이에 필요한 행정적ㆍ재정적 지원을 할 수 있다.
