지원위원회의 위원, 도인사위원회의 위원 및 감사위원회의 위원 중 공무원이 아닌 위원은 그 직무상 행위와 관련하여 「형법」과 그 밖의 법률에 따른 벌칙을 적용할 때에는 공무원으로 본다.
