Enforcement Decree of the Electronic Government Act, Article 42 (Administrative Information Joint Use Center)
① 공동이용센터는 다음 각 호의 업무를 수행한다. <개정 2014.7.28>
(1) The joint use center shall perform the following duties:
1. 행정정보의 공동이용을 위한 정보통신망 및 중계시스템의 설치ㆍ운영
1. Installation and operation of information and communications networks and relay systems for joint use of administrative information
2. 제40조제1항에 따른 행정정보 목록의 관리 및 이에 대한 안내 서비스의 제공
2. Management of the list of administrative information under Article 40 (1) and provision of guidance services therefor
3. 법 제36조제3항에 따라 공동이용을 필요로 하는 행정정보에 대한 수요조사
3. Surveys of demand for administrative information requiring joint use pursuant to Article 36 (3) of the Act
4. 행정정보의 공동이용 확대 및 안전성 확보를 위한 세부 계획의 수립ㆍ시행
4. Formulation and implementation of detailed plans for expanding joint use of administrative information and ensuring safety
5. 행정정보의 공동이용을 위한 정보통신망의 지정ㆍ연계
5. Designation and linkage of information and communications networks for joint use of administrative information
6. 행정정보의 공동이용을 위한 정보통신망 및 중계시스템의 보호를 위한 조치
6. Measures for protecting information and communications networks and relay systems for joint use of administrative information
7. 정보파일의 보호 및 품질에 관한 다음 각 목의 사항
7. The following matters concerning the protection and quality of information files:
가. 행정정보 공동이용 과정에서 행정정보의 훼손ㆍ변조 또는 유출 등을 방지하기 위한 행정전자서명 및 이에 상응한 보호기술의 적용 등에 관한 사항
(a) Matters concerning the application of administrative electronic signatures and equivalent protection technology to prevent damage, alteration, or leakage of administrative information in the process of joint use of administrative information
나. 행정정보 공동이용을 위한 정보통신망의 효율적 구성에 관한 사항
(b) Matters concerning the efficient configuration of information and communications networks for joint use of administrative information
다. 그 밖에 공동이용되는 행정정보의 정합성(整合性)ㆍ무결성(無缺性) 및 신뢰성 등 행정정보의 품질에 관한 사항
(c) Other matters concerning the quality of administrative information, such as the consistency, integrity, and reliability of jointly used administrative information
8. 법 제36조제5항에 따른 행정정보의 공동이용에 대한 기준 및 절차 등에 관한 지침의 운영
8. Operation of guidelines on standards and procedures, etc. for joint use of administrative information under Article 36 (5) of the Act
9. 행정정보 공동이용에 필요한 시설과 전자적 체계의 설치ㆍ운용 기준 및 필요한 보안기준에 관한 사항
9. Matters concerning standards for installing and operating facilities and electronic systems necessary for joint use of administrative information and necessary security standards
10. 행정정보의 공동이용 기록의 유지ㆍ관리
10. Maintenance and management of records of joint use of administrative information
11. 행정정보의 공동이용 및 그에 따른 개인정보보호 실태에 대한 현황 파악 및 제도의 개선
11. Understanding the status of joint use of administrative information and the resulting protection of personal information, and improvement of the system
12. 그 밖에 행정정보의 공동이용 활성화를 위한 시책의 발굴 및 시행
12. Other discovery and implementation of policies for activating joint use of administrative information
② 법 제37조제2항에 따라 공동이용센터를 이용할 수 없는 정당한 사유가 있는 기관은 공동이용하려는 행정정보를 수집ㆍ보유하고 있는 중앙행정기관등(이하 "행정정보보유기관"이라 한다)과 공동이용에 관하여 협의를 한 후 공동이용센터와 공동이용의 절차 및 방법 등 필요한 사항에 관하여 협의하여야 한다. <개정 2014.7.28>
(2) An agency with justifiable grounds for being unable to use the joint use center under Article 37 (2) of the Act shall, after consulting on joint use with the central administrative agency, etc. that collects and holds the administrative information to be jointly used (hereinafter referred to as an "administrative information holding agency"), consult with the joint use center on necessary matters such as the procedures and methods of joint use.
