Enforcement Decree of the National Integrated Transport System Efficiency Act, Article 55 (Completion Authorization of Multimodal Transfer Center Development Projects)
① 사업시행자는 법 제61조제1항에 따라 복합환승센터 개발사업 준공인가를 받으려면 다음 각 호의 사항을 적은 복합환승센터 개발사업 준공인가신청서를 해당 지정권자에게 제출하여야 한다.
(1) To obtain completion authorization of a multimodal transfer center development project pursuant to Article 61 (1) of the Act, a project operator shall submit to the relevant designating authority an application for completion authorization of the multimodal transfer center development project stating the following:
1. 사업시행자의 성명(법인인 경우에는 그 명칭 및 대표자의 성명) ㆍ주소
1. The name (for a corporation, its name and the name of its representative) and address of the project operator;
2. 사업의 명칭
2. The name of the project;
3. 사업시행지역의 위치 및 면적
3. The location and area of the project implementation area;
4. 사업시행기간
4. The project implementation period;
5. 토지이용계획
5. The land use plan;
6. 기반시설계획
6. The infrastructure plan.
② 제1항에 따른 준공인가신청서에는 다음 각 호의 서류 및 도면을 첨부해야 한다. <개정 2010.10.14, 2015.6.1, 2016.8.31, 2022.1.21, 2026.9.15>
(2) The following documents and drawings shall be attached to the application for completion authorization under paragraph (1):
1. 준공설계도서(준공사진을 포함한다)
1. Completion design documents (including completion photographs);
2. 「공간정보의 구축 및 관리 등에 관한 법률」 제2조제18호의 지적소관청이 발행하는 지적측량성과도
2. Cadastral survey results map issued by the cadastral authority under Article 2, subparagraph 18 of the Act on the Establishment, Management, etc. of Spatial Data;
3. 법 제59조에 따른 공공시설 및 토지등의 귀속조서와 도면(법 제49조제2항제5호 및 제6호에 따른 사업시행자인 경우에는 용도 폐지된 공공시설 및 토지등에 대한 「감정평가 및 감정평가사에 관한 법률」에 따른 감정평가법인등의 평가조서와 새로 설치된 공공시설의 공사비 산출 명세서를 포함한다)
3. A list and drawings of reversion of public facilities and land, etc. under Article 59 of the Act (in the case of a project operator under Article 49 (2) 5 and 6 of the Act, including appraisal reports by appraisal corporations, etc. under the Act on Appraisal and Certified Appraisers on public facilities and land, etc. whose use has been abolished, and statements of calculation of construction costs of newly installed public facilities);
4. 환지계획서 및 신ㆍ구 지적대조도(법 제56조에 따라 환지를 하는 경우에만 첨부한다)
4. A replotting plan and old and new cadastral comparison maps (attached only where replotting is carried out under Article 56 of the Act);
5. 「공유수면 관리 및 매립에 관한 법률」 제46조 및 제35조제5항과 같은 법 시행령 제51조에 따라 사업시행자가 취득할 대상토지와 국가나 지방자치단체에 귀속될 토지등의 명세서(공유수면을 매립하는 경우에만 첨부한다)
5. A statement of land to be acquired by the project operator and land, etc. to revert to the State or a local government under Articles 46 and 35 (5) of the Public Waters Management and Reclamation Act and Article 51 of the Enforcement Decree of that Act (attached only where public waters are reclaimed);
6. 준공 전후의 토지 및 시설 등의 도면
6. Drawings of land and facilities, etc. before and after completion;
7. 준공 전후의 토지 및 시설의 대비표
7. A comparison table of land and facilities before and after completion;
8. 그 밖에 준공검사에 필요한 사항을 적은 서류
8. Other documents stating matters necessary for completion inspection.
③ 제1항에 따른 준공인가 신청을 받은 지정권자는 준공검사를 하여 해당 복합환승센터 개발사업이 법 제50조제1항 본문에 따라 승인된 복합환승센터개발실시계획대로 끝났다고 인정하는 경우에는 준공인가확인증을 발급하여야 한다.
(3) The designating authority that has received an application for completion authorization under paragraph (1) shall conduct a completion inspection, and if it recognizes that the relevant multimodal transfer center development project has been completed in accordance with the multimodal transfer center development implementation plan approved under the main text of Article 50 (1) of the Act, shall issue a certificate of completion authorization.
④ 법 제61조제2항 전단에서 "대통령령으로 정하는 공공기관, 연구기관, 그 밖의 전문기관"이란 다음 각 호의 기관을 말한다. <개정 2019.2.8, 2020.9.10>
(4) The "public institutions, research institutes, and other specialized institutions prescribed by Presidential Decree" in the former part of Article 61 (2) of the Act means the following institutions:
1. 「한국토지주택공사법」에 따른 한국토지주택공사
1. The Korea Land and Housing Corporation under the Korea Land and Housing Corporation Act;
2. 「한국도로공사법」에 따른 한국도로공사
2. The Korea Expressway Corporation under the Korea Expressway Corporation Act;
3. 「한국철도공사법」에 따른 한국철도공사
3. The Korea Railroad Corporation under the Korea Railroad Corporation Act;
4. 「국가철도공단법」에 따른 국가철도공단
4. The Korea Rail Network Authority under the Korea Rail Network Authority Act;
5. 「한국공항공사법」에 따른 한국공항공사
5. The Korea Airports Corporation under the Korea Airports Corporation Act;
6. 「인천국제공항공사법」에 따른 인천국제공항공사
6. The Incheon International Airport Corporation under the Incheon International Airport Corporation Act;

10. The Korea Transport Institute, the Korea Research Institute for Human Settlements, and the Korea Maritime Institute under the Act on the Establishment, Operation, and Fostering of Government-Funded Research Institutes, and the Korea Institute of Civil Engineering and Building Technology and the Korea Railroad Research Institute under the Act on the Establishment, Operation, and Fostering of Government-Funded Research Institutes in Science and Technology.
⑤ 법 제61조제3항에 따라 공고하여야 할 사항은 다음 각 호와 같다.
(5) Matters to be publicly announced under Article 61 (3) of the Act are as follows:
1. 사업의 명칭

2. 사업시행자의 성명(법인인 경우에는 그 명칭 및 대표자의 성명)ㆍ주소

⑥ 사업시행자는 제3항에 따라 준공인가를 받은 경우에는 준공인가를 받은 날부터 1개월 이내에 제1항 및 제2항 각 호의 사항을 해당 법 제66조제1항 또는 제2항에 따른 복합환승센터의 관리기관(이하 "복합환승센터관리기관"이라 한다)에 통보하여야 한다.
(6) Where a project operator has obtained completion authorization under paragraph (3), the project operator shall notify the matters under each subparagraph of paragraphs (1) and (2) to the managing institution of the multimodal transfer center under Article 66 (1) or (2) of the Act (hereinafter referred to as the "multimodal transfer center managing institution") within one month from the date of completion authorization.
