① 다음 각 호의 사항을 심의하기 위하여 통합특별시에 기본계획심의회(이하 "기본계획심의회"라 한다)를 둔다.

② 기본계획심의회는 위원장 1명과 부위원장 2명을 포함한 20명 이내의 위원으로 구성하며, 위원은 당연직위원과 위촉위원으로 구분한다.

③ 기본계획심의회의 위원장은 통합특별시장으로 하고, 부위원장은 통합특별시장이 정하는 부시장과 기본계획심의회에서 선출된 1명으로 한다.

④ 기본계획심의회의 당연직위원은 다음 각 호의 사람으로 하고, 위촉위원은 통합특별시조례로 정하는 바에 따라 통합특별시장이 위촉한다.
