기상법 시행령 제23조(권한의 위임)
Enforcement Decree of the Weather Service Act, Article 23 (Delegation of Authority)
① 기상청장은 법 제44조제1항에 따라 다음 각 호의 권한을 수치예보센터의 장에게 위임한다. <개정 2026.9.15>
(1) The Administrator of the Korea Meteorological Administration shall delegate the following authority to the head of the Numerical Forecast Center pursuant to Article 44 (1) of the Act:
1. 법 제17조의2제1항에 따른 수치예보시스템의 개발ㆍ운영
1. Development and operation of the numerical forecast system under Article 17-2 (1) of the Act;
2. 법 제32조에 따른 기상업무(소관 기상업무로 한정한다)에 관한 연구개발사업의 추진
2. Promotion of research and development projects concerning weather services under Article 32 of the Act (limited to weather services under its jurisdiction).
② 기상청장은 법 제44조제1항에 따라 다음 각 호의 권한을 기상기후인재개발원의 장에게 위임한다.
(2) The Administrator of the Korea Meteorological Administration shall delegate the following authority to the head of the Weather and Climate Human Resources Development Institute pursuant to Article 44 (1) of the Act:
1. 법 제34조제2항에 따른 기상현상 및 기후 분야에 관한 교육
1. Education in the fields of weather phenomena and climate under Article 34 (2) of the Act;
2. 법 제35조에 따른 기상업무 종사자(같은 조 제3항제3호에 따른 기상사업자는 제외한다)에 대한 교육
2. Education for persons engaged in weather services under Article 35 of the Act (excluding weather business operators under paragraph (3) 3 of that Article);
3. 법 제35조의2에 따른 외국인에 대한 교육
3. Education for foreigners under Article 35-2 of the Act;
4. 법 제35조의3에 따른 교육기관의 지정ㆍ변경지정, 경비 지원 및 자료 제출 요청
4. Designation and change of designation of educational institutions, support of expenses, and requests for submission of data under Article 35-3 of the Act;
5. 법 제35조의4에 따른 교육기관에 대한 시정명령, 지정 취소 및 업무 정지
5. Corrective orders, revocation of designation, and suspension of business for educational institutions under Article 35-4 of the Act;
6. 법 제35조의5에 따른 지원액의 환수 및 체납처분
6. Recovery of support amounts and disposition for default under Article 35-5 of the Act;
7. 법 제40조에 따른 청문
7. Hearings under Article 40 of the Act;
8. 법 제51조제1항제2호에 따른 과태료의 부과ㆍ징수
8. Imposition and collection of administrative fines under Article 51 (1) 2 of the Act.
③ 기상청장은 법 제44조제1항에 따라 다음 각 호의 사항에 관한 권한을 관할 구역에 따라 지방기상청장 또는 기상지청장에게 위임한다.
(3) The Administrator of the Korea Meteorological Administration shall delegate authority concerning the following matters to the head of a regional meteorological administration or the head of a weather branch office, according to the jurisdictional area, pursuant to Article 44 (1) of the Act:
1. 법 제7조제1항에 따른 기상현상의 관측(항공기상 관측망, 기상위성 관측망 및 기상레이더 관측망을 통한 관측은 제외한다)
1. Observation of weather phenomena under Article 7 (1) of the Act (excluding observation through the aviation weather observation network, the weather satellite observation network, and the weather radar observation network);
2. 법 제7조의2에 따른 지상기상 관측망의 운영
2. Operation of the surface weather observation network under Article 7-2 of the Act;
3. 법 제7조의3에 따른 고층기상 관측망의 운영
3. Operation of the upper-air weather observation network under Article 7-3 of the Act;
4. 법 제7조의4제1항에 따른 해양기상 관측망의 운영
4. Operation of the marine weather observation network under Article 7-4 (1) of the Act;
5. 법 제13조에 따른 기상현상 및 기상영향에 대한 예보
5. Forecasts of weather phenomena and weather impacts under Article 13 of the Act;
6. 법 제13조의2에 따른 특보(태풍특보는 제외한다) 및 예비특보(태풍예비특보는 제외한다)
6. Special reports (excluding typhoon special reports) and preliminary special reports (excluding typhoon preliminary special reports) under Article 13-2 of the Act;
7. 법 제14조에 따른 해양기상예보, 해양기상특보 및 해양기상예비특보
7. Marine weather forecasts, marine weather special reports, and marine weather preliminary special reports under Article 14 of the Act;
8. 법 제17조의4제2항에 따른 지역기상센터의 운영
8. Operation of regional weather centers under Article 17-4 (2) of the Act;
9. 법 제35조의6제1항에 따라 기상청장이 설립한 기상과학관의 운영
9. Operation of weather science museums established by the Administrator of the Korea Meteorological Administration pursuant to Article 35-6 (1) of the Act.
④ 기상청장은 법 제44조제1항에 따라 다음 각 호의 권한을 국가기상위성센터의 장에게 위임한다.
(4) The Administrator of the Korea Meteorological Administration shall delegate the following authority to the head of the National Meteorological Satellite Center pursuant to Article 44 (1) of the Act:
1. 법 제7조제1항에 따른 기상현상의 관측(기상위성 관측망을 통한 관측으로 한정한다)
1. Observation of weather phenomena under Article 7 (1) of the Act (limited to observation through the weather satellite observation network);
2. 법 제8조제1항에 따른 기상위성 관측망의 구축ㆍ운영
2. Establishment and operation of the weather satellite observation network under Article 8 (1) of the Act;
3. 법 제14조의3에 따른 우주공간에서의 물리적 현상이 기상현상, 기후 및 기상위성에 미치는 영향에 대한 예보 및 특보
3. Forecasts and special reports on the effects of physical phenomena in outer space on weather phenomena, climate, and weather satellites under Article 14-3 of the Act;
4. 법 제32조에 따른 기상업무(소관 기상업무로 한정한다)에 관한 연구개발사업의 추진
4. Promotion of research and development projects concerning weather services under Article 32 of the Act (limited to weather services under its jurisdiction).
⑤ 기상청장은 법 제44조제1항에 따라 다음 각 호의 권한을 기상레이더센터의 장에게 위임한다.
(5) The Administrator of the Korea Meteorological Administration shall delegate the following authority to the head of the Weather Radar Center pursuant to Article 44 (1) of the Act:
1. 법 제7조제1항에 따른 기상현상의 관측(기상레이더 관측망을 통한 관측으로 한정한다)
1. Observation of weather phenomena under Article 7 (1) of the Act (limited to observation through the weather radar observation network);
2. 법 제8조의2에 따른 기상레이더 관측망의 구축ㆍ운영
2. Establishment and operation of the weather radar observation network under Article 8-2 of the Act;
3. 법 제32조에 따른 기상업무(소관 기상업무로 한정한다)에 관한 연구개발사업의 추진
3. Promotion of research and development projects concerning weather services under Article 32 of the Act (limited to weather services under its jurisdiction).
⑥ 기상청장은 법 제44조제1항에 따라 다음 각 호의 권한을 국립기상과학원의 장에게 위임한다.
(6) The Administrator of the Korea Meteorological Administration shall delegate the following authority to the head of the National Institute of Meteorological Sciences pursuant to Article 44 (1) of the Act:

1. 법 제7조제1항에 따른 기상현상의 관측(항공기상 관측망을 통한 관측으로 한정한다)
1. Observation of weather phenomena under Article 7 (1) of the Act (limited to observation through the aviation weather observation network);
2. 법 제7조의4제2항에 따른 항공기상 관측망의 구축ㆍ운영
2. Establishment and operation of the aviation weather observation network under Article 7-4 (2) of the Act;
