Regulations on Technical Standards for Broadcasting and Communications Facilities, Article 3 (Definitions)
①이 영에서 사용하는 용어의 뜻은 다음 각 호와 같다. <개정 2011.1.4, 2017.4.25, 2019.3.12, 2019.6.25, 2021.1.5, 2022.12.6>
(1) The terms used in this Decree are defined as follows:
1. "사업용방송통신설비"란 방송통신서비스를 제공하기 위한 방송통신설비로서 다음 각 목의 설비를 말한다.
1. "Business broadcasting and communications facilities" means broadcasting and communications facilities for providing broadcasting and communications services, which are the following facilities:
가. 「전기통신기본법」 제7조에 따른 기간통신사업자 및 부가통신사업자(이하 "사업자"라 한다)가 설치ㆍ운용 또는 관리하는 방송통신설비
(a) Broadcasting and communications facilities installed, operated, or managed by a basic telecommunications business operator or value-added telecommunications business operator under Article 7 of the Framework Act on Telecommunications (hereinafter referred to as a "business operator");
나. 「방송법」 제2조제14호에 따른 전송망사업자가 설치ㆍ운용 또는 관리하는 방송통신설비(이하 "전송망사업용설비"라 한다)
(b) Broadcasting and communications facilities installed, operated, or managed by a network operator under Article 2 subparagraph 14 of the Broadcasting Act (hereinafter referred to as "network operator facilities"); and
다. 「인터넷 멀티미디어 방송사업법」 제2조제5호가목에 따른 인터넷 멀티미디어 방송 제공사업자가 설치ㆍ운용 또는 관리하는 방송통신설비
(c) Broadcasting and communications facilities installed, operated, or managed by an Internet multimedia broadcasting provider under Article 2 subparagraph 5 (a) of the Internet Multimedia Broadcasting Business Act;
2. "이용자방송통신설비"란 방송통신서비스를 제공받기 위하여 이용자가 관리ㆍ사용하는 구내통신선로설비, 이동통신구내선로설비, 방송공동수신설비, 단말장치 및 전송설비 등을 말한다.
2. "User broadcasting and communications facilities" means in-premises communications line facilities, mobile communications in-premises line facilities, common broadcast reception facilities, terminal equipment, and transmission facilities, etc. managed and used by users to receive broadcasting and communications services;
3. "국선"이란 사업자의 교환설비로부터 이용자방송통신설비의 최초 단자에 이르기까지의 사이에 구성되는 회선을 말한다.
3. "Subscriber line" means a circuit configured between a business operator's switching facilities and the first terminal of user broadcasting and communications facilities;
4. "국선접속설비"란 사업자가 이용자에게 제공하는 국선을 수용하기 위하여 설치하는 국선수용단자반 및 이상전압전류에 대한 보호장치 등을 말한다.
4. "Subscriber line connection facilities" means subscriber line terminal boards installed to accommodate subscriber lines provided by a business operator to users, and protective devices against abnormal voltage and current, etc.;
5. "방송통신망"이란 방송통신을 행하기 위하여 계통적ㆍ유기적으로 연결ㆍ구성된 방송통신설비의 집합체를 말한다.
5. "Broadcasting and communications network" means an aggregate of broadcasting and communications facilities systematically and organically connected and configured for broadcasting and communications;
6. "전력선통신"이란 전력공급선을 매체로 이용하여 행하는 통신을 말한다.
6. "Power line communications" means communications conducted using power supply lines as a medium;
7. "강전류전선"이란 전기도체, 절연물로 싼 전기도체 또는 절연물로 싼 것의 위를 보호피막으로 보호한 전기도체 등으로서 300볼트 이상의 전력을 송전하거나 배전하는 전선을 말한다.
7. "High-voltage current wire" means an electric conductor, an electric conductor covered with an insulator, or an electric conductor covered with an insulator and further protected with a protective sheath, etc., which transmits or distributes electric power of 300 volts or more;
8. "교환설비"란 다수의 전기통신회선(이하 "회선"이라 한다)을 제어ㆍ접속하여 회선 상호 간의 방송통신을 가능하게 하는 교환기와 그 부대설비를 말한다.
8. "Switching facilities" means switches that control and connect a large number of telecommunications circuits (hereinafter referred to as "circuits") to enable broadcasting and communications among the circuits, and their ancillary facilities;
9. "전송설비"란 교환설비ㆍ단말장치 등으로부터 수신된 방송통신콘텐츠를 변환ㆍ재생 또는 증폭하여 유선 또는 무선으로 송신하거나 수신하는 설비로서 전송단국장치ㆍ중계장치ㆍ다중화장치ㆍ분배장치 등과 그 부대설비를 말한다.
9. "Transmission facilities" means facilities that convert, reproduce, or amplify broadcasting and communications content received from switching facilities, terminal equipment, etc., and transmit or receive it by wire or wirelessly, such as terminal transmission equipment, repeaters, multiplexers, and distribution equipment, and their ancillary facilities;
10. "선로설비"란 일정한 형태의 방송통신콘텐츠를 전송하기 위하여 사용하는 동선ㆍ광섬유 등의 전송매체로 제작된 선조ㆍ케이블 등과 이를 수용 또는 접속하기 위하여 제작된 전주ㆍ관로ㆍ통신터널ㆍ배관ㆍ맨홀(manhole)ㆍ핸드홀(손이 들어갈 수 있는 구멍을 말한다. 이하 같다)ㆍ배선반 등과 그 부대설비를 말한다.
10. "Line facilities" means wires, cables, etc. made of transmission media such as copper wires and optical fibers used to transmit broadcasting and communications content of a certain form, and utility poles, conduits, communications tunnels, piping, manholes, handholes (meaning holes large enough for a hand to enter; hereinafter the same applies), distribution boards, etc. made to accommodate or connect them, and their ancillary facilities;
11. "전력유도"란 「철도의 건설 및 철도시설 유지관리에 관한 법률」에 따른 고속철도나 「도시철도법」에 따른 도시철도 등 전기를 이용하는 철도시설(이하 "전철시설"이라 한다) 또는 전기공작물 등이 그 주위에 있는 방송통신설비에 정전유도나 전자유도 등으로 인한 전압이 발생되도록 하는 현상을 말한다.
11. "Power induction" means the phenomenon in which electrified railway facilities that use electricity, such as high-speed railways under the Act on the Construction of Railways and the Maintenance of Railway Facilities and urban railways under the Urban Railway Act (hereinafter referred to as "electrified railway facilities"), or electrical works, etc., cause voltage to be generated, through electrostatic induction or electromagnetic induction, etc., in surrounding broadcasting and communications facilities;
12. "전원설비"란 수변전장치, 정류기, 축전지, 전원반, 예비용 발전기 및 배선 등 방송통신용 전원을 공급하기 위한 설비를 말한다.
12. "Power supply facilities" means facilities for supplying power for broadcasting and communications, such as power receiving and transforming equipment, rectifiers, storage batteries, power panels, standby generators, and wiring;
13. "단말장치"란 방송통신망에 접속되는 단말기기 및 그 부속설비를 말한다.
13. "Terminal equipment" means terminal devices connected to a broadcasting and communications network and their accessory facilities;
14. "구내통신선로설비"란 국선접속설비를 제외한 구내 상호간 및 구내ㆍ외간의 통신을 위하여 구내에 설치하는 케이블, 선조(線條), 이상전압전류에 대한 보호장치 및 전주와 이를 수용하는 관로, 통신터널, 배관, 배선반, 단자 등과 그 부대설비를 말한다.
14. "In-premises communications line facilities" means cables, wires, protective devices against abnormal voltage and current, and utility poles installed in premises for communications between premises and between the inside and outside of premises, excluding subscriber line connection facilities, and conduits, communications tunnels, piping, distribution boards, terminals, etc. accommodating them, and their ancillary facilities;
15. "이동통신구내중계설비"란 구내에 사업자가 설치ㆍ관리하는 「전기통신사업법」 제69조의2제1항에 따른 구내용 이동통신설비(이하 "구내용 이동통신설비"라 한다)로서 중계장치, 급전선(給電線), 안테나와 그 부대시설을 말한다.
15. "In-premises mobile communications relay facilities" means in-premises mobile communications facilities under Article 69-2 (1) of the Telecommunications Business Act (hereinafter referred to as "in-premises mobile communications facilities") installed and managed in premises by a business operator, being repeaters, feeder lines, antennas, and their ancillary facilities;
15의2. "이동통신구내선로설비"란 구내에 「건축법」 제2조제12호에 따른 건축주, 「주택법」 제2조제10호에 따른 사업주체 또는 「도시철도법」 제2조제7호에 따른 도시철도건설자(이하 "건축주등"이라 한다)가 설치ㆍ관리하는 구내용 이동통신설비로서 관로, 배관, 전원단자, 통신용접지설비와 그 부대시설을 말한다.
15-2. "In-premises mobile communications line facilities" means in-premises mobile communications facilities installed and managed in premises by a building owner under Article 2 subparagraph 12 of the Building Act, a project proprietor under Article 2 subparagraph 10 of the Housing Act, or an urban railway constructor under Article 2 subparagraph 7 of the Urban Railway Act (hereinafter referred to as a "building owner, etc."), being conduits, piping, power terminals, grounding facilities for communications, and their ancillary facilities;
16. "주거용건축물"이란 다음 각 목의 건축물을 말한다.
16. "Residential buildings" means the following buildings:
가. 「건축법 시행령」 별표 1 제1호의 단독주택
(a) Detached houses under Annex 1, subparagraph 1 of the Enforcement Decree of the Building Act;
나. 「건축법 시행령」 별표 1 제2호의 공동주택
(b) Multi-family housing under Annex 1, subparagraph 2 of the Enforcement Decree of the Building Act; and
다. 다음의 요건을 모두 갖춘 「건축법 시행령」 별표 1 제14호나목2)의 오피스텔(이하 "준주택오피스텔"이라 한다)
(c) Officetels under Annex 1, subparagraph 14 (b) 2) of the Enforcement Decree of the Building Act that meet all of the following requirements (hereinafter referred to as "quasi-housing officetels"):
1) 전용면적이 120제곱미터 이하일 것
1) The exclusive floor area is 120 square meters or less; and
2) 상하수도 시설이 갖추어진 전용 입식 부엌, 전용 수세식 화장실 및 목욕시설(전용 수세식 화장실에 목욕시설을 갖춘 경우를 포함한다)을 갖출 것
2) They are equipped with an exclusive standing kitchen with water supply and drainage facilities, an exclusive flush toilet, and a bathing facility (including a case where the exclusive flush toilet is equipped with a bathing facility);
17. "업무용건축물"이란 「건축법 시행령」 별표 1 제14호에 따른 업무시설(준주택오피스텔은 제외한다)을 말한다.
17. "Business buildings" means business facilities under Annex 1, subparagraph 14 of the Enforcement Decree of the Building Act (excluding quasi-housing officetels);
18. "정보통신설비"란 유선ㆍ무선ㆍ광선이나 그 밖에 전자적 방식에 따라 부호ㆍ문자ㆍ음향 또는 영상 등의 정보를 저장ㆍ제어ㆍ처리하거나 송수신하기 위한 기계ㆍ기구ㆍ선로나 그 밖에 필요한 설비를 말한다.
18. "Information and communications facilities" means machines, instruments, lines, and other necessary facilities for storing, controlling, processing, or transmitting and receiving information such as codes, text, sound, or images by wire, wireless, optical, or other electronic means;

22. "국선단자함"이란 국선과 구내간선케이블 또는 구내케이블을 종단하여 상호 연결하는 통신용 분배함을 말한다.
22. "Subscriber line terminal box" means a communications distribution box that terminates and interconnects subscriber lines and in-premises trunk cables or in-premises cables.
② 제1항에서 규정한 것 외에 이 영에서 사용하는 용어는 「방송통신발전 기본법」(이하 "법"이라 한다) 및 「전기통신기본법」에서 정하는 바에 따른다. <신설 2011.1.4>
(2) Terms used in this Decree other than those prescribed in paragraph (1) shall be as prescribed by the Framework Act on the Development of Broadcasting and Communications (hereinafter referred to as the "Act") and the Framework Act on Telecommunications.
